see the attached figure to better understand the problem

we have

Length\ of\ roots\ in\ inches\--- \ No.\ of\ plants

2\ ---------------
2

2(2)/(4)\ --------------
2

2(3)/(4)\ --------------
3

3\ ---------------
4

3(1)/(4)\ --------------
4

3(2)/(4)\ --------------
5

3(3)/(4)\ --------------
3

4\ ---------------
1

we know that

The most common measurement is
3(2)/(4)

3(2)/(4)\ inches=((3*4+2))/(4) =(14)/(4)\ inches

(14)/(4) inches is equal to
14 quarter inches

therefore

the answer is

Gerald is right

Length of roots in cm No. of plants
2 cm 2
2 1/4 cm 0
2 2/4 cm 2
2 3/4 cm 3
3 cm 4
3 1/4 cm 4
3 2/4 cm 5
3 3/4 cm 3
4 cm 1

The most common measurement is 3 2/4 cm or 14 quarter centimeters.

((3*4)+2)/4 = (12+2)/4 = 14/4 or 14 *1/4 cm or 14 quarter cm.

Gerald is wrong because he said 14 quarter INCHES. It should be 14 quarter CENTIMETERS.
