no, because as a teenager going through high school, they wouldnt be able to have a good job to support the ability to pay back small loans (using a credit card) therefore, because teens are known for being very thrifty and irresponsible with money, it would not be a very smart idea due to the fact that they may rack up a large amount of debt, and then have to spend a large portion of their life rebuilding their credit and paying back all the money that they owe. i hope this helped :3
