Which had the better citizenship system, Rome or Athens?

I kinda disagree because if you are asking which one was more fair the answer would be Rome and Men were only aloud in Athens not women and in order for a kid to live in Athens they had to serve 2 years in the army but in Rome you were born a citizen if your parents were citizens and women were aloud in Rome.

Well this is sort of a trick question because the founder of Rome was from Athens.
But the answer is Athens because the US is not a empire that rapidly expands. This is also a democracy.
