The equation
a/4 = 2/3
do cross multiplication
8 = 3a
a = 8/3

Performing the expression.
= (a - 4) / 4
= (8/3 - 4) / 4
= (8-12 / 3)/4
= -4/3 / 4
= -1 / 3

So the answer is letter b.
