How to convert this equation to y=mx+b form:

2(y-x)=2y-14

so the problem statement wants us to convert a regular equation to a linear equation form, with slope and y-axis intercept, let's do try that:
2(y - x) = 2y - 14
2y - 2x = 2y - 14
-2x = -14
x = 7
Therefore we cannot have an equation of the form linear with slope and y intercept, but we do have x = 7 which is a line equation as well, it means that for any value of y, x will always be 7, that is a line parallel to y-axis passing through x = 7 point
