The molarity of a solution is found by dividing the moles of solute by the volume of solution.

In this case we have to use KOH molecular weight to find how many moles of KOH are in 4.00 grams of KOH:

4.00g\cdot(molKOH)/(56.1g)=0.07molKOH

There are 0.07moles of KOH, divide this amount by the volume of the solution which is 4.00L:

M=(0.07mol)/(4.00L)=0.0175M

It means that the molarity of this solution is 0.0175M.
