I think that cultural generalizations, as generalisations in general, are made becuase it helps people understand the world in easier terms: instead of remembering that some but not all people from Germany value punctuality, (and perhaps remembering which ones) they remember that Germans are punctual: this makes it easier for our brains to remember this (more general) fact
