The answer is c. be

Subjunctive in its simple form should be just without 'to' for example:
to go -----> infinitif
go ------> subjunctive

The correct answer is option C.

In the Subjunctive Mood, after a that clause the correct verb form is BARE INFINITIVE (without TO). In the example provided, the verb conjugated in the Subjunctive Mood is the verb BE.

The verbs "is" and "solved" are conjugated in the Simple Present and Simple Past Tense respectively. (Indicative Mood).
