The thing which probably isn't particularly well connected to a high total fertility rate would be labor shortages due to a declining population - c. Considering a high fertility rate would also imply a lot of people who would be able to work on different projects and in industrial applications, it isn't very probable that there would be labor shortages.

The higher the fertility rate, then overcrowding will be expected. There will problems maintaining the food supply and difficulty providing health care for a young population. The issue on (C) labor shortages due to a declining population is not merely an issue.
