An outline should look something like this:

I. Introduction
a.
b.
1.
2.

II. Body
a.
b.
1.
2.

The 'I' and 'II' are capital i's and when used like that are the roman numerals for 1 and 2. For other paragraphs, you continue using the roman numerals to label them 'III' 'IV' 'V' and so on. The 'a' and 'b's don't have to stop at 'a' they could go on until 'z', and they can be capital or lowercase, it depends on the person, they are most commonly lowercase though.
