I'm pretty sure you need the amount of people in the US at the time and besides I'm almost positive its over 100

To write 103.9 as a percent is 103.9% out of 100.
100/x=100/103.9
(100/x)*(100/103.9)*x
100=
0.96246390760346*x
(0
.96246390760346) to get x
100/
0
.96246390760346=x
103.9=x
x= 103.9
103.9% of 100 = 103.9
