28 because
as long as you multiply both the top and bottom of the fraction, the result is equivalent.
if you multiply the top (numerator) which is 4 and the bottom (denominator) which is 7 of 4/7 then you get 16/28

Easy you multiply 4 times 7 which equals 28 so the answer is 4/7=16/28
