The correct answer is the second option. If a neighborhood provides health related facilities and programs people will take care of their overall health. If the facilities and resources are there for people to use then they will take advantage of this and will take better care of themselves because they now that the means in which to do it.

When neighborhoods provide health-related facilities and programs, the most likely thing to happen would be that people will take care of their overall health - this will in cause turn for the overall healthinesss of a certain neighborhood to improve and people would become healthier.
