Two students, Raymond and Shauna, are trying to get city council members to vote for a new park along the river. of the 24 council members say they already support the idea, but that's not enough. At least 13 council members must support the idea before the park is approved. How many more city council members must Raymond and Shauna convince? 8

I think that there is a number missing here:
(2)/(6)

in the sense that
(2)/(6) of the 24 members alreaday support the idea.

(2)/(6) of 24 is

(2*24)/(6)=8

which means that 8 members already support the idea.

So if they need the support of 13 members, this means that they need 13-8=5, that is 5 more members.
