electronegativity increases down the period so oxygen is highly electronegative so it bonds with hydrogen very strongly and pulls some electrons to itself. that is why water is said to be a polar solvent so water molecules stick closely to one another and more energy is needed to break the bonds due to the presence of hydrogen bond.
