Marat was a leader in the Montagnard group who were also really just a faction of a larger group called the Jacobins. This group then led the French Revolution in 1793 and 1794. The Montagnards specifically kept control of the French government during this time of revolution. As a journalist and philosopher Marat made many statements including the one above to rouse the people toward a revolutionary movement led by the Jacobins.
