Both the Senate and the House of Representatives make up the Congress, though each has different duties and responsibilities there is always an overlap in responsibility through the Joint committees. The most important duty of the Congress is legislation. Once the bills have been passed they have to be signed by the president within ten days; otherwise, they become law automatically. The congress also has the duty of maintaining national defense and therefore has the exclusive power to declare war.
