The general equation of a parabola is y-k=a(x-h)² where (h,k) is the vertex. So we plug (0,-3) into the standard equation to give us y+3=ax². When y=0 x=3 (x intercept), so 0+3=9a making a=1/3. The equation is y=x²/3-3.
