I believe the answer is B. Method 2 is more practical than Method 1.
Even though method 1 sound simple, it is almost impossible to be implemented. If we follow method 1, we practically shall abandon all territories in midwest such as Nebraska, Iowa, Kansas, Missouri, , and South Dakota. (which is the most prone of tornadoes), such
