Abraham Lincoln, the President during the Civil War and signer of the Emancipation Proclamation, said that the challenge of the civil war is to balance carrying on with the war within a nation, of countrymen fighting countrymen and then attempting to maintain the nation after the war. Simply, not destroying the other side so much that a post-war relationship is impossible.
