Why does congress suffer from a collective-action problem in the face of presidential power?

This is because each member of congress was elected by his own constituency and as such is answerable to his local constituency and to himself alone.There isn't a firm exertion in the interest of all individuals stress over the president's energy when rather they are concentrating on themselves.
