The question states the graph is linear, therefore it's equation will be in the form

y = mx + c
where m is the gradient. the gradient is simply how much the y value increases for each 1 on the x axis. The y value does not change between -2 and 3, which means the gradient is 0 as the change in y is 0.

Therefore, you can think of the equation as

y = 0x + 11 = 11
i.e. y always is 11, regardless of the x value.
Therefore, you can pick any X value you want and the y coordinate will always be 11, e.g. (-5,11) or (365,11).
