For this unit conversion problem, you'll need to know:

1 m = 100 cm

Now let's convert with this conversion ratio!

0.03 (W)/(m C) * (1 m)/(100 cm) = 0.003 (W)/(cm C)

We are given

a thermal conductivity rate of 0.03 watts (W) per meter(m) per degree celsius

so, thermal conductivity is

=0.03(W)/(m*c)

while we want the batting thermal conductivity in w/cm•c

The only difference is that metre and cm

so, we need to change metre into centimeter

we know

1m =100cm

so, we can write thermal conductivity as

=0.03(W)/(1m*c)

we can replace 1m as 100cm

=0.03(W)/(100cm*c)

now, we can simplify it

=0.0003(W)/(cm*c)

so, thermal conductivity is

=0.0003(W)/(cm*c)................Answer
