Well, we know that the arrow should point to all of the numbers that are less than -3. So, find -3 on the number line and draw the arrow pointing towards -4,-5,-6, etc because those are all less than -3. Then, you need to either fill in or live the circle at the start of the line empty. Since it is less than -3 and not "less than or equal to" 3, you are going to leave the dot open.

So, your answer will be option number 2.
