what is the rate of change of that function that you are talking about?

but a linear equation is y = mx + b
in which b is the y-intercept and so
(0,5) means that y-intercept is 5

so whatever the rate of change of "this function" is, you would only have to simplify it as instructed and add 5 to the equation
