Passive transport can only occur when there is a concentration gradient of low to high for a substance?

FALSE. Passive transport unlike active transport does not require energy or an outside force to act upon it in order to create an even gradient. As shown in diffusion, and osmosis we can see gases and liquids easily perform passive transport when high and low gradients are present, this continues until they are equal.
