BECUASE he has not indicated the same end products as the same amount used example Co2 + H2O -----> H2Co3 u have the same amount on the left as in the right in your case u have Fe + H2O --> Fe3O4 + H2 answer is the 3FE+2H2O---> Fe3O4 +2H2 see u have 3 (Fe on the L and R
