Set c=80+13n equal to $600, the total cost. Then solve the resulting equation for n:

c=80+13n = 600, so 13n = 520, and n = 520/13 = 40

There were 40 people in the group.

C=80+13n
Sub 600 in for c and solve for n
600=80+13n
600-80=13n
520=13n
N=520/13
N=40
Hope this helps!
