How did u.s. supreme court rulings in the late 19th century facilitate laws in the post-reconstruction south, which effectively circumvented the 14th amendment?

The 14th amendment defines basic national citizenship and forbids states from restricting individual rights therein. "Jim Crow" laws of the post-reconstruction south exploited the case-law of the 19th century Supreme Court by claiming that provisions which segregated were "separate but equal."
