What was the most pressing challenge facing the confederation congress?

As an interim congress the most pressing challenge to the the new (at the time) confederation congress was to come up with a means to pay off the debt from the war. The war of independence came at great financial cost even with victory. At the time, total Confederation debt was $40 million. Bonds were issued but to ultimately pay off the debt, a Union (and associated new Charter) had to be established since the states couldn't agree on the approach.
