Using the slope formula, we find the slope to be...
m = (y2 - y1)/(x2 - x1)
m = (-3 - 5)/(2 - (-3))
m = (-3 - 5)/(2 + 3)
m = -8/5
So the slope is -8/5

Using the point (x1,y1) = (-3,5), we can plug this into the point slope formula
y - y1 = m(x - x1)
y - 5 = (-8/5)(x - (-3))
y - 5 = (-8/5)(x + 3)
So that's why choice A is the answer

Note: the other point (2,-3) can be used, but none of your answer choices use it. So we can ignore it.
