No he banned the colonist from going by the Proclamation of 1768.It was too late because colonist we’re already expanding across the territory.

Nope, he actually made it illegal in the Proclamation of 1763!! American colonists were forbidden from crossing a line drawn across the Appalachian Mountains, which caused outrage among the colonists. Hope I helped, and let me know if you need anymore information!! :)
