-2y=3x+7
y = -3/2 x - 7/2

y = mx + b where m = slope
so in the equation
y = -3/2 x - 7/2
m = slope = -3/2

perpendicular lines, slope is opposite and reciprocal so slope = 2/3

answer 2/3

hope it helps
