step 1 : -0.85(x + y = 21) <== I have no idea why they r multiplying -0.85 by that equation

it should be :
x + y = 21
0.85x + 1.50y = 23.70

a bag of chip = 0.85, let a bag of chip be x
a bag of gatorade is 1.50, let gatorade be y
23.70 is the amount Kennedy spent in all

0.85x + 1.50y = 23.70
step 1: shows the wrong step already, because you shouldn't take out a -0.85, and y is not 0.85 either, but 1.50, so y should still have 1.76 left

so your answer should be step 1.
