{ - 2}^( - 7)

- \frac{1}{ {2}^(7) }
Evaluate the power,
-1/128
Or - 0.0078125

1st, substitute x and y with 2 and -4, which'd be
(-4^(-5))/(2^(-3)).
Then, simplify, to get
-(1)/(128).
This would be -0.0078125 in decimal form, or - 1/128 in fraction form.
