28 - 7 = 21 (do not ride the bus)

21/28 = 75%

First:
Make 7 into .7

Then multiply .7 by 28

You get 19.6

Then subtract 100% by 19.6

Getting 80.4%

So 80.4% of students don't ride the bus.
