Answer: If the changes are minute then the chamber that proposed them sends it to the other chamber of the parliament, in the case of US the congress, and then the other chamber chooses to vote or not for this and allow it. If the changes are huge, then the bill is given a conference committee whose job is to reconcile these differences and find common ground.
