Let's say that 1 set of question (e.g. 1a),1b) ) has 1 MCQ question, and 1 Free-response question.
That implies that One set of question will take - 3+8=11mins to complete. The time given is 55 mins. This means that there are 55÷11=5 sets of MCQ and Free-response questions. Why ? It's because The sets of question for the time given appropriately. And thus, There are 5 MCQ and 5 Free response questions assuming that the question asked for how many MCQ and Free-response are there
