she predicted the high temp would be -7. But the actual high temp was 4 degrees higher.......(-7 + 4) = -3 <== the actual high temp

The actual average temperature was 4 degrees higher than what Julio expected.

This means that, to get the actual average high temperature, we would add 4 to the temperature predicted by Julio as follow:
Actual average temperature = Julio's expectation + 4
Actual average temperature = -7 + 4 = -3 degrees celcius
