Slope m = (y2-y1)/(x2-x1)

m = (-3 - -2)/(8 - 0) = -1/8

Using (8,-3)

y = mx + b

-3 = -1/8(8) + b

-3 = -1 + b

b = -2

then y = -1/8x - 2
