the answer to your question, Is y = 4x -2 proportional is
yes
. the relationship showed here is proportional. If it is in the form of
y = mx +b then it IS
proportional.

no because its subtracting 2 from the slope 4x which means not proportional because if its in form y=mx +b then its not proportional.
