Thermal energy is not a mechanical form of energy since it cannot be converted to work directly. Sometimes internal energy is termed as thermal energy. They both mean the same. Thermal energy is only defined when there is flow of heat in the system. If the system is isolated(kept away from heat transfer), then thermal energy is zero. Thermal energy depends on mass, specific heat and change in temperature of the system. Therefore, your statement is correct.
