The correct answer is A system that allowed officials to take care of Indians in exchange for labor, but often became enslavement

The idea was that Spanish officials get the land and the people on it become vassals who work for the officials. They were often punished for insubordination in the same manner that slaves did but this depended on the official since some were better and some were worse.
