There are 24 values given to you. You can either count them out, add up the frequencies, or multiply out the number of rows and columns
number of rows = 4
number of columns = 6
(number of rows)*(number of columns) = 4*6 = 24

Whichever method you use, the total is 24. The idea is to divide each frequency by 24 to get the relative frequency. This will give the decimal form. Your teacher wants the percent form. So you'll need to multiply the decimal form by 100.
So for example,
the value '3' happens 2 times
Divide the frequency 2 over 24
2/24 = 0.08333
then multiply by 100
100*0.08333 = 8.333%
this percent is approximate
Another example: The value '6' shows up 1 time
1/24 = 0.041667
100*0.041667= 4.1667%
The other relative frequencies are computed the same way
