Do the men obey eurylochus because his speech is more persuasive than odysseus' or because odysseus is not present to stop them?

I believe it is because odysseus is not present to stop them.
Eventhough it is true that eurylochus has a high standings compared to other men in their group, Odysseus opinion carried more authority for the men compared to eurylochus (he constantly undermine Eurylochus opinion in front of the men), which make it very unlikely for eurylochus to persuade them if Odysseus is present to stop it.
