I would say that a financial risk could result from a business move. Again, I would use a mining example. If a sum of money is allotted for mineral exploration, this is risking the money but it is a calculated risk. If the geology is good and the assay results are good so far and the alteration is good and the geophysics makes sense then it is probably a good calculated risk that something will come of it like a mine. On the other hand, most prospects don't make mines so this type of investment is quite risky but if you don't spend money you can't make it as they say.
