f(x)+g(x) means to add the two functions:
f(x)+g(x) = (2x^2-4x-3) + (2x^2-16)

$= 2 {x}^(2) + 2 {x}^(2) - 4x - 3 - 16 \\ = 4 {x}^(2) - 4x - 19$
So the correct answer is D.
