What changes were made to the Roman empire in attempts to slow its decline?

The strategies that they made were:
- Making several efforts to witheld invasions from the barbarians
- Imposing higher tax for the civilians after making their trades (this would help only in the beginning bit can't actually prevent the falling)
- Maintaining the stability of Gold and silver's value because they had a lot of them from their conquests.
