Alright, first off what you want to do with this equation is to get the y by itself, so move the 4 over to the other side which would make it a function. The first two option are not correct as the two inside of the bracket have to switch signs when you graph them. When you are looking at 1/3, you look at it as rise over run, meaning that you would count left 1 unit and down 3 units. So the last option would be your answer.

When y = 4 x = -2 so its either choice 3 or 4.
The slope is 1/3 so its left 3 units and down 1 unit

Answer is choice 3.
