Given the system of equations

2x+5y=17

4x-8y=12

Multiplying every term in the first equation by -2 will give

\begin{gathered} -2(2x+5y=17) \\ -4x-10y=-34 \end{gathered}

It is obvious that the coefficient of x is 2 in the first equation is now the opposite coefficient of value -4

Hence, the new equation would be ₋4x-10y= -34
